Francis Pancratius "Kiko" Nepomuceno Pangilinan is a Filipino lawyer and politician who served as a Philippine senator from 2016, serving from 2001 to 2013. Pangilinan's political career began as a a student activist in 1985, before the People's Power Revolution. In the Senate, he was Senate Majority Leader from 2004 to 2008. In May 2014, Pangilinan was appointed by President Benigno Aquino III as the Presidential Assistant to Food Security and Modernization of Agriculture. . Pangilinan ran for senator again in 2016 under the Liberal Party, ranking ninth out of 12 winning candidates. He is currently the party chairman.
